Why This Measure Matters

Accurate budget projections ensure that there is sufficient budget to complete current planned projects without affecting the schedule or future project budgets and schedules. 

What’s the Story?

What was accomplished?

• In 2025, seven projects valued at over $8.9 Million were completed on average 14% under the budget set by the project charter. The charter is a formal agreement between engineering and the department division that establishes the project scope, budget and schedule.

• Projects included the Union Avenue Stormwater Retrofit, Downtown Bike Corridor, Brawn Avenue Water Quality Retrofit, Boulevard Road Reservoir Rehabilitation, and much more. 

How did we get here?

• Completing a project on budget is a dynamic process. New information is often discovered during design and construction that grows the project beyond the original budget. Therefore, the target is set at no more than 110% of the original budget averaged across all projects.
• Engineering has consistently met its metric target by utilizing the Building Capital Projects Together (BCPT) process. Project Managers continue to hold field visits to facilitate better collaboration with owners during design and construction to avoid predictable scope creep and cost increases.
• Field visits, which frequently identify issues that can impact scope and budget, and an early focus on cost estimates allows the project team to address funding shortfalls before committing to a budget and schedule.

How will we continue success?

• Engineering will prioritize collaboration through the BCPT process and deliberate engagement with owners throughout project delivery. This will allow us to:
  - Complete the appropriate level of cost estimating as project charters are developed.
  - Communicate funding needs to project owners and provide them with the information they need to address the issue throughout the design and construction process.
