Commissioned Officer Staffing Levels

Why This Measure Matters

Police officer staffing is an important metric to track because it directly effects the department’s ability to provide services to the community. Commissioned officers include all patrol officers, supervisors and commissioned department leadership. Staffing levels affect everything from call response times, community engagement, crime prevention, department budget, and officer wellness. It is foundational to the department’s capacity to deliver services and maintain community trust.

What’s the Story?

In 2023 the department completed a comprehensive analysis of our operations, including a staffing study which was published in 2024. As a result, nine full time officer positions were added in 2025.

The department is actively recruiting to fill current vacancies. Once hired, it can take a year or more for new officers to be fully trained. This creates a delay between filling positions and when the community experiences the benefits of increased staffing.

Target

The target number represents all commissioned staff positions being filled and fully staffed. This number may fluctuate annually based on staffing studies and budget considerations.
