Why This Measure Matters

Tracking and reporting on use of force data is an important tool for ensuring accountability and transparency, identifying training and policy development opportunities, and ultimately leads to better policing outcomes, and a safer environment for all.

What’s the Story?

In May of 2025 the City transitioned its contract for Police Auditor services to OIR Group. Their 2025 Annual Report reflects an adjusted review window based on the start of their contract and includes review of 50 use of force investigations. The report discusses in more detail their findings from the cases reviewed, and that they did not see evidence of disparate treatment based on race, ethnicity, gender, sexual orientation, or other protected categories. The report also discusses the types of force used, and notes that from the cases reviewed “takedowns” constituted the most frequently used force option, which is considered the lower level of force.
